Bhutan Olympic Committee Launches Landmark Modernisation Reform to Upgrade National Sports Ecosystem

Today marks a defining moment for the future of Bhutanese sport as the Bhutan Olympic Committee (BOC) officially moves from strategic planning to decisive action. At a ceremony held at Olympiasia House this morning, HRH Prince Jigyel Ugyen Wangchuck, President of the BOC, signed three Presidential Directives formally activating the National Sports Ecosystem Upgrade Agenda. This initiative is not merely an announcement of intent; it is a shift from episodic effort to systemic strength, placing named leaders in charge of specific mandates with a strict twelve-month implementation timeline beginning today.

The “why” behind this transformation is simple and unwavering: it is for our athletes and coaches, both present and future. While the foundations of Bhutanese sport have been built on years of sacrifice and commitment, the current ecosystem has reached its structural limits. As Bhutan pursues His Majesty’s vision of the Gelephu Mindfulness City (GMC) and a tenfold increase in GDP, sport must evolve to match this national ambition. To reach the next level, Bhutan requires a system where good intentions are no longer trapped inside weak structures, and where athlete success is supported by professional institutions rather than the over-extension of a few individuals.

Guided by the rigorous findings of the Modernisation Steering Committee (MSC), the “what” of this reform involves a total structural upgrade. Moving away from a “one-size-fits-all” approach, the BOC will now provide tailored support to National Sports Federations based on their specific maturity and needs. The objective is to build a professional sports sector that is investable, transparently governed, and capable of scaling promising disciplines into international success stories.

The “how” of this next phase is defined by immediate delivery through three specialised teams:

  • The High-Level Steering Committee (HLSC): Chaired by the BOC President and comprising senior government and business leaders, the HLSC will provide strategic oversight and national authority for the upgrade agenda through April 2027.
  • The BuildTeam: Led by Mr. Phub Dorji, this team is embedded directly within four pilot sports — Volleyball, Table Tennis, Athletics, and the Bhutan Indigenous Games and Sports Association (BIGSA) — with a 90-day mandate to strengthen operational capability. This pilot will serve as the blueprint for all other National Sports Organisations.
  • The BSV Establishment Team: Led by Mr. Sangay Dhendup and a cohort of private sector experts, this team is charged with establishing Bhutan Sports Ventures — a new commercial entity dedicated to revenue generation and long-term financial sustainability.
